It takes pride in its emenent founder, Dr. Nicanor Reyes, who teamed up with excellent academics to establish what would eventually become one of the famous universities in the country.

Dr. Reyes obtained his Doctor of Philosophy in Accountancy, the first such graduate in Columbia University, and Master of Arts in Business Administration, also from Columbia University in 1917 and his Bachelor of Arts at the University of the Philippines in 1915. He had served as chair of the Department of Economics of UP before he decided to established his own school.

Marking the Difference

To differentiate FEU from other universities, Dr.Reyes decided to call the colleges that offer a cluster of related courses as “institutes”. He retained AIBF and integrated the Liberal Arts and Science programs under the Institute of Arts and Science (IAS). He also established in 1931 were the institute of education, the boys highschool, the girls highschool and the grade school.

Other buildings were started to build in the 1930’s until 1940’s,but the rapid expansion was cut due to World War II. The university was forcibly turned into Japanese Headquarters after burning all the university’s record. Before the tragic happen wherein many people were killed ,though Dr. Reyes had the satisfaction of being told by no less than then President of the Philippines, Manuel L. Quezon, on a visit to the campus:

“Dr. Reyes, I do not mind telling you that I think Far Eastern University is the best non-sectarian university in the country today.”

By that time, the university had produced graduates who became certified public accountants, bankers, and leaders of business enterprises who were manning, if not pioneering companies and corporations in the country.

Carrying Dr. Reyes Legacy

The untimely death of Dr. Reyes, however, did not diminish FEU’s commitment to education. The university reopened in October 1945.

A series of prominent educators took over the reins of FEU after its beloved founder’s passing on. Among them were Dr. Hermenigildo B. Reyes, Clemente Uson, Dr. Vidal Tan and Dr. Teodoro Evangelista.

More uilding’s went up on the FEU campus in 1950’s and 1960’s. For about 40 years the university maintained the FEU Hospital which was constructed in 1955 witin the campus along Morayta but eventually renamed Nicanir Reyes Street in 1961 in honor to the founder. ( The hospital was also moved to fairview in 1999 as part of the FEU-NRMF facilities there.)

Lookinbg Young and Fresh at 81

The university is about to enter its 81st year of dedicated service to education in the country. Seasoned in terms of experience, it retains its freshness and youth in spirit and outlook. refurbishing, maintaining or renovating decadesold facilities or possibly totally replacing them, adding new amnities and features in the campus landscape. The campus is truly an oasis for the FEU community.

History of Far Eastern University

Far Eastern University was founded in 1934 when the Far Eastern College and the Institute of Accounts, Business and Finance (IABF) merged.Far Eastern College, founded in 1919, had been a liberal arts college in Quiapo; the IABF had been established (originally under the name Institute of Accountancy) by Nicanor Reyes, Sr., head of the Department of Economics of the University of the Philippines, with a number of other prominent educators in 1928. IABF had been originally predominately used by night students, and the new university, which was supported by the tuition provided by its students rather than government grants, soon demonstrated that a private university was financially sustainable in the Philippines.

In its earliest days, FEU was housed in a converted tobacco factory already present on the four hectare (nearly 10 acre) plot which would eventually host the current campus.Reyes Sr. was appointed the first president of the University, which spent its early years establishing several of its institutes, including those of Law and Technology. Reyes commissioned Pablo Antonio, who would later be titled National Artist of the Philippines, to construct a building for the school. In 1939, the Nicanor Reyes Hall, which would later house the library and Institute of Accounting, Business and Finance, opened. Two other buildings by Antonio, the Girls’ High School Building and Boys High School Building, followed in 1940 and 1941,by which year FEU had 10,000 registered students, with an international student population of 400.

During World War II, the campus was occupied by the Imperial Japanese Army, who left only its shell unharmed. Dr. Nicanor Reyes having been killed during the occupation, Dr. Hermenigildo B. Reyes was appointed the second president of the University when it reopened in 1945.

Thereafter, FEU continued to expand, with the opening of a Science Building and the establishment of the Institute of Medicine and the School of Nursing. In 1955, the FEU hospital was opened. Humanities were introduced in 1959, and in 1970 the Institute of Architecture and Fine Arts opened. Also in 1970, the for-profit status of the Institute of Medicine, School of Medical Technology, FEU Hospital and the Student Health Service Clinic was altered, when these were converted in the FEU Dr. Nicanor Reyes Medical Foundation, a non-stock, non-profit educational foundation

1989 introduced substantial revitalization to FEU that took place over a number of years, with renovation and modernization of facilities and grounds and upgrading of the University’s educational standard. This resulted in the accreditation of the Institute of Arts and Sciences, the Institute of Education, and the Institute of Accounts, Business and Finance, and, in the mid-1990s, the deregulation of the University by the Commission on Higher Education. The auditorium was upgraded to accommodate modern stage productions and the new twice-monthly presentations by local and international artists established by the President’s Committee on Culture. The University also prioritized publication, launching a number of scholarly journals, and began networking with other institutions nationally and abroad.

TQM FINAL PAPER

EVALUATION SHEET

BackgroundTH

Far Eastern University (FEU)

Far Eastern University (FEU) is in the City of Manila, West Sampaloc. It is a nonsectarian, private university in the Philippines. Created by the merger of Far Eastern College and the Institute of Accounts, Business and Finance, FEU became a university in 1934 under the guidance of first president Nicanor Reyes, Sr. It soon became the leading proprietary, for-profit university in the Philippines. FEU’s campus is noted for a number of historical buildings preserved from the first half of the 20th century.

The Office of Student Affairs and Community Services (OSACS)

The Office of Student Affairs and Community Services (OSACS) was established in 1989 primarily to ensure the orderly conduct of students and students’ organizations, as well as to promote social consciousness and meaningful involvement of the university community in various outreach projects.

It supervises student organizations and their activities, FEUCSO OSACS Scholarships Grants and Loan Programs, and other forms of scholarship and financial assistance and the Food for the Body and Soul Program.

A Discipline Unit has been created to ensure appropriate behavior of students at all times.

The OSACS renders the following services:

1. Formulates and recommends to the VPAA and/or President policies on the conduct of students.

2. Implements the Student Code of Conduct and recommends the appropriate disciplinary action against offenders to the proper University authorities.

3. Formulates, recommends for approval to the VPAA, and/or President and implements policies on the orderly conduct of student organizations.

4. Evaluates and recommends to the VPAA and/or President appropriate action on all project proposals of student organizations.

5. Monitors the activities of recognized student organizations.

6. Reviews and recommends to the VPAA and/or President appropriate action on the application for recognition of student organizations.

7. Screens and recommends poor and deserving student for possible scholarships, loan, and financial assistance;

8. Initiates, develops and supervises all university community services projects.

9. Initiates student leadership development programs.

10. Serves as students’ desk, tasked to resolved/address students concerns.

The OSACS is located at the ground floor of the Nicanor Reyes Hall.

Reference: FAR EASTERN UNIVERSITY HANDBOOK 2008-2009

Mission and Vision

Our vision is to be a dynamic academic unit that is responsive to the diversified needs of the students in campus through the creation of learning experiences for the student’s holistic development.

Through collaborative efforts, our mission is to create a campus life to supports the students’ understanding of their growth needs as prepare to be competent and principled graduates by:

1. Promoting dynamic and responsive students organizations that provide state-of-the-art student activities relevant to their development needs;

2. Initiating opportunities designed to supplement students’ academic growth through exposures and active involvement in various community outreach programs such as the FEU Pabahay Programs, BJMP-HOPE Program, Silang Intergrated Community Program and the like, thereby instilling in them the value of volunteerism.

3. Inculcating the value of proper behavior towards creating a litter-free, smoke-free, noise-free and orderly environment and advocating a culture of peace in the campus.

4. Creating opportunities for students to hone their leadership skills and talents through various leadership programs in the intellectual, social, spiritual and moral areas and through participation in various local, national and international for conventions, seminars, competitions and the like.

5. Administering judiciously tuition/scholarship grants and tuition/book loans; and

6. Serving as students’ desk on matters affecting them.

Reference: OSACS Information Bulletin Board (NRH Lobby)

Problems Statement

We conducted a survey questionnaire for Far Eastern University students concerning OSACS Operation. The students are free to write some issues and concerns regarding their own experienced in OSACS.

The following are the problems encountered on OSACS Operation :

Lack of information dissemination - FEU students awareness towards OSACS Operation

Although OSACS is an active organization in Far Eastern University, students are not introduce that well on what it is all about. Most students of FEU are not aware what OSACS means which is very disappointing. Students do not know also its functions, other responsibilities and projects. They only know that OSACS provides and implements discipline toward students. This lack of information about this major organization in our university may result in improper guidance of students that may cause of poor communication and relation between the students and the university itself.

Though OSACS have their bulletin board to post what are their agendas still they lack to inform to the students what are the policies and following solution to the problem. Some student’s don’t know what their services are.

Proper approach of students - Officers right attitude and conduct

Students are having difficult times to approach the said student’s desk or information area in the office of OSACS. Because most of the students are not entertained well, they have an expression of bad image or conduct not only with the officer but as well as the organization. This issue may result in less respect and trust of the students for the university premises.

Slow response for the students concerns

OSACS are expected to impose all the policies they created such as proper conduct of students, appropriate disciplinary action against offenders to the proper University authorities, project proposals of student organizations, monitors the activities of recognized student organizations and so on. But they are also expected with the quick actions of all the concerns. Most students wait much for them to be able to get what they need. Because OSACS is the gate of all the transactions and projects that should be done it is really a big deal for the students to get their approval.

Poor orientation of the students about the Special Operation Procedure (SOP) that are imposed in the campus

Because students expected much on OSACS guidance for their concerns, most of the time students are mistaken directed of what they should do. These scenarios are often experienced of the students:

a) Students are mistaken directed of the guards on what rules and policies regarding on the proper dressed on entering the campus. The students are confused why their ID are confiscated even though they worn organization shirt and proper rubber shoes beside the usual proper uniform of the university. Bodyguards are commanded to confiscate ID’s when a student is not wearing the proper uniform just like the ORGANIZATION SHIRT in which the said org shirt was part of the schools activity.

b) Students are concerned why they are in need to open their bags for inspection to enter and exit the campus that seems like there are suspicious people.

c) Some student’s complain regarding the policy of the OSACS just like wearing PE uniform during COMPUTER LABORATORY period, wherein the student need to avail or fill up the violation form before entering the LABORATORY in which for us student’s is not that offensive because PE uniform still a part of the school regular uniform.

d) The students are not happy in entering the campus, because long lines are created due to the guards and due to only one functional I.D. Machine.

ROOT CAUSES OF THE PROBLEM

Manpower

Poor orientation of the employees and students within the organization

Poor guidance of the students officers

Material

Lack of printed materials for the students to read and be informed.

Machine

Malfunction of the I.D. Machine

Methods

Poor operations of the OSACS

Recomendation and Benefits

The proposed Quality Improvement Plan focused on the following cited areas of the Problem Statement.

Lack of information dissemination

PRESENT

PROPOSED

At present, The said organization has its bulletin board wherein they post all their announcement and agendas.

Though they post their entire announcement still they lack of posting what are their agenda’s for the whole week or month.

We should Conduct a survey if the Students of FEU understand every rules or law that the OSACS present in the campus. So the OSACS can foresee the problem of the school and make a necessary adjustment for improvement of the relationship of student and faculty staff.

The Benefits of this project is to ensure the knowledge of the student if they know the policy of the FEU campus and to enlighten them if they don’t know. Another thing is to improve the service of the OSACS staff if there is a flaw in their service or law

Proper approach of students

PRESENT

PROPOSED

At present, OSACS Office has student’s information desk.

We proposed that the officers and the faculty, students that are involved within the organization should have an orientation for them to have a mutual communication towards each other and to talk about their proper approach for the students.

Slow response for the students concerns

PRESENT

PROPOSED

At present, OSACS Office has student’s information desk.

We proposed that the officers and the faculty, students that are involved within the organization should have a pep talk at the end of the day or a week for them to know certain issues and concerns of the students for them to response immediately what are the concerns of the students.

Poor orientation of the students about the Special Operation Procedure (SOP) that are imposed in the campus

PRESENT

PROPOSED

At present, guards are expected to maintain the safety of the university and the students.

At present, students need to avail or fill up the violation form before entering the LABORATORY

We proposed that guards should be informed on the events that the students are in need to be in their organization shirt and corporate attire too.

Guard should be polite and with proper manner in approaching students.

The students should have consideration regarding the entering in the laboratory. Irregular students have conflict in their schedule that most of the time they have hard time to manage what uniform to wear.

Proper maintenance of the I.D. Machine should be in their concern before the start of the day.

Background

The Office of Student Affairs and Community Services (OSACS) was established in 1989 primarily to ensure the orderly conduct of students and students organizations, as well as to promote social consciousness and meaningful involvement of the university community in various outreach projects.

It supervise student organizations and their activities, FEUCSO OSACS Scholarships Grants and Loan Programs, and other forms of scholarship and financial assistance and the Food for the Body and Soul Program.

7. Screens and recommends poor and deserving student for possible scholarships, loan, and financial assistance;

8. Initiates, develops and supervises all university community services projects.

9. Initiates student leadership development programs.

10. Serves as students’ desk, tasked to resolved/address students concerns.

The OSACS is located at the ground floor of the Nicanor Reyes Hall.

Reference : FAR EASTERN UNIVERSITY HANDBOOK 2008-2009

Problems Statement

We conducted a survey questionnaire for Far Eastern University students concerning OSACS Operation. The students are free to write some issues and concerns regarding their own experienced in OSACS.

The following are the problems encountered on OSACS Operation :

FEU students awareness towards OSACS Operation

Although OSACS is an active organization in Far Eastern University, students are not introduce that well on what it is all about. Most students of FEU are not aware what OSACS means which is very disappointing. Students do not know also its functions, other responsibilities and projects. They only know that OSACS provides and implements discipline toward students. This lack of information about this major organization in our university may result in improper guidance of students that may cause of poor communication and relation between the students and the university itself.

Officers right attitude and conduct

<!—[if !supportLists]—>a) <!—[endif]—>Students are mistaken directed of the guards on what rules and policies regarding on the proper dressed on entering the campus. The students are confused why their ID are confiscated even though they worn organization shirt and proper rubber shoes beside the usual proper uniform of the university.

<!—[if !supportLists]—>b) <!—[endif]—>Students are concerned why they are in need to open their bags for inspection to enter and exit the campus that seems like there are suspicious people.

<!—[if !supportLists]—>c) <!—[endif]—>The students are not happy in entering the campus , because long lines are created due to the guards and due to only one functional I.D. Machine.

The drug addict is a sick person. The drug pusher is most probably also a user and sells drugs to support the addiction. Like other person, drug addicts need treatment.

This is the premise of the University’s policy on the issue of drugs in the community. The University will help the students and staff who voluntarily come forward to seek assistance on drug addiction by referring them to appropriate treatment centers.

· It has launched mechanisms to make it easier for drug addicts on campus to seek help.

· Students and permanent staff will be given official leave of up to a year to undergo treatment.

· Those who sought rehabilitation can resume their studies / work upon certification by the rehabilitation center that they have, completed the prescribed course of treatment.

· They must also agree to participate in the post-treatment counseling and support group session provided by the center.

The University will extend support to those in the community affected by the disease of drug addiction. But it also has the responsibility to protect the community from the disease. It will, therefore, introduce the following steps:

· Drug testing as part of the employment process for faculty and staff.

· Periodic random testing for students and staff.

But the University will not tolerate individuals who attempt to introduce drugs into the community. Those found guilty of this offense, will be separated from the University by expulsion or termination of employment. National laws covering these offenses will also be applied.

Drug addiction is one of the biggest threats that the University and the country are facing. Meeting this threat will require the cooperation of the entire University community. We are counting on everyone’s support.

UNIVERSITY UNIFORM POLICY

The University Uniform Policy shall be enforced whenever a student enters the campus and while inside the campus, whether she/ he classes or not and regardless of the day of the week.
